FTA Proposed Eligibility of Pedestrian and Bicycle Improvements

Great news!! – The Federal Transit Administration has published a federal registry notice describing the eligibility of pedestrian and bicycle improvements for FTA funding and proposes a formal policy on the catchment area for pedestrians and bicyclists in relationship to public transportation stops and stations. The proposed policy would expand FTA funding eligibility for bicycle and pedestrian improvements beyond the current threshold distances of one-half mile for pedestrian projects and within three miles for bicycle improvements.

    This is a much needed step forward for FTA. Transit agencies are beginning to realize the importance of providing good ped/bike facilities to overcome the last-mile problem of getting people to and from transit stations without having to drive a car.

    From my reading of the FTA notice, there is no current FTA policy on distances pedestrians and bicyclists travel to transit: “FTA grantees have been left without adequate guidance, however, because FTA has made no determination of the specific distances pedestrians or bicyclists can be expected to travel to access a public transportation stop or station.”

    I plan to submit a comment to FTA supporting the new policy.

    Secretary LaHood has really challenged prior attitudes on the relation between bicycle/pedestrian access to public transit via proper bicycle facilities. This is a major sea change in attitude from past FTA thinking.
