But one bit of concern. If funds should be controlled locally, why send the money to D.C. at all? Cut out the middle man.

I’m starting to wonder, especially after the Park Service debacle with a mandatory sidepath law, whether lacking a clear mandate for Federal bike routes and Federal bike infrastructure, we really should be handing over responsibilities to the states. FHWA can be legitimized via the interstate highway system and system of U.S. routes. Do we have a single, national bike route? Hmm….
