The problem with women in cycling in the US is that there are too many anti-feminist women. Stop worrying about being dainty and fashionable, stop tolerating husbands who don't do their fair share of the housework/childcare, stop being scaredy-cats and get your arse out and ride! Inequality in bicycling is just a symptom of inequality - often enforced more by women themselves these days than by men - in the broader society.

Most Women have more important things todo with their " free time" raising the kids, cleaning cooking, shopping and working .
first biking is quite dangerous in many cities . Women are very safety conscious. second , have you tried to pick up the young children at school with a bicycle?
third if you are going to work , do you want to arrive all wet, or drenched in sweat..

Um....

> Women are underrepresented on bicycle (and pedestrian) advisory committees in California. While they represent one-half of the state’s general population, they only make up 19% of the members on bicycle advisory committees in the state and 27% of the members on bicycle and pedestrian advisory committees.

Exactly why should committees reflect the general population? Committees should reflect that portion of the population which is actually directly affected by the policy impact of the decisions of the committee.

The real question is: do women represent 19% of the bikers in any given day? According to this article, the answer to that is, yes, 19% is about right.

Hmmm....

My observations here in New Jersey do not support these findings. Granted that's just New Jersey. Here, there are often more women advocates then men! Usually though it's an even split.
