<p>The <a href="http://www.bikeleague.org/resources/commuters/">Bicycle Commuter Tax Benefit</a> has been on the books of the Internal Revenue Service for the past three years, but it still goes quite under used. Any employer, if they chose to do so, may provide a reimbursement of up to $20 per month for bike-related expenses incurred by the employee. That&#8217;s an extra $20 in your paycheck for tubes and tune-ups and all the already-affordable items that make your commute fun and comfortable. But, since it is Tax Day, remember: This is a benefit offered by your employer, not something you can claim on your personal taxes.</p>
<p>Sure, it&#8217;s not quite on par with the $230 subsidy an employer can offer for parking, or even the $120 they can offer for public transit — and the League is working with our congressional partners to increase the amount. But let&#8217;s celebrate the fact that bicycling is on the list of qualified transportation fringe benefits covered by the IRS and is ready for employers to use. The more it gets used, the more our lawmakers will know people consider bicycling a transportation option.</p>

				<content:encoded><![CDATA[<p>Bicycle and pedestrian infrastructure projects create more jobs per dollar spent than other road construction projects, according to <a href="http://www.americabikes.org/">America Bikes</a>&#8216; press release and the new study, <a href="http://www.peri.umass.edu/236/hash/64a34bab6a183a2fc06fdc212875a3ad/publication/467/">Pedestrian and Bicycle Infrastructure: A National Study of Employment Impacts</a>, conducted and released this month by the Political Economy Research Institute (PERI) at the University of Massachusetts, Amherst.</p>
<p><a href="http://www.peri.umass.edu/236/hash/64a34bab6a183a2fc06fdc212875a3ad/publication/467/"><img class="alignnone" src="http://www.bikeleague.org/images/peri.gif" alt="" width="200" height="298" /></a></p>
<p>The report builds on an earlier PERI case study of Baltimore, Md. and is the first national study to compare job creation of bicycling and walking infrastructure with other roadway construction projects. Using actual bid price and cost data, the study compares 58 projects in 11 cities and finds that bike projects create 46 percent more jobs than road projects without bike or pedestrian components.</p>
<p>On average, the “road-only” projects evaluated created 7.8 jobs per million, while the “bicycling-only” projects provided 11.4 jobs per million. For example, a roadway-focused project with no bicycle or pedestrian components in Santa Cruz, Calif. generated 4.94 jobs per $1 million spent. In contrast, a bicycle-focused project in Baltimore, Md. produced 14.35 jobs per million. The PERI reviewers attribute the difference to the simple fact that bicycle and pedestrian projects are often more labor intensive.</p>
<p>“It’s no secret that investing in transportation infrastructure creates jobs and helps the economy,” said Caron Whitaker, campaign director at America Bikes. “This study proves bicycle and pedestrian projects are no exception — in fact, they are especially efficient in creating jobs.”</p>
<p>The study arrives as Congress is writing a six-year Surface Transportation bill, and struggling to continue robust reinvestment in infrastructure while moderating federal spending. Funding for bicycling and walking is part of that debate.</p>
<p>“This report adds to a wealth of studies demonstrating the many economic benefits of investing in bicycle and pedestrian projects and programs,” said Andy Clarke, League president.</p>

Andy Clarke, Jeff Peel and I will join the 870 participants from 54 countries to participate, learn and share experiences of bicycling in the 21<sup>st</sup> century. We will take with us examples of the many different businesses, communities, organizations and people that are making the U.S. a better place to ride. Examples such as <a href="http://www.newbelgium.com/tour-de-fat" target="_blank">New Belgium Brewing Company’s Tour de Fat</a>, which has raised more than $1 million for bicycle advocacy groups since 2000; <a href="http://www.seattlechildrens.org/" target="_blank"> Seattle Children’s Hospital</a> which gave away 100 bikes outfitted with fenders, a rack, a lock and helmet in six weeks to employees that pledged to ride to work year round, a minimum of four days a week; and the non-profit bike reuse and repair shop <a href="http://thehubofdetroit.org/" target="_blank">Hub of Detroit</a> that is thriving as the city rebuilds from collapse of its auto industry. These are great stories and ones that we share continuously through our <a href="http://www.bikeleague.org/programs/bicyclefriendlyamerica/index.php" target="_blank">Bicycle Friendly America program</a>. They represent small victories happening throughout the U.S. to make communities more bicycle-friendly.</p>
<p>The conference will be a professional highlight of my year, learning first-hand what is happening in the bike capitol of the world and throughout other continents.  I will no doubt be envious of the 36 percent bicycle mode share Copenhagen boasts; however, I won’t be traveling there to focus on what we as cyclists <em>don’t</em> have. Rather, I will be celebrating what we do have – a growing amount of communities adopting a Complete Streets policy, the <a href="http://www.bikeleague.org/resources/commuters/" target="_blank">Bicycle Commuter Benefit</a> for employees, the National Bike Summit, and statewide bike summits happening throughout the country, and the list goes on and on. The world’s bicycle leaders need to know that, while America has a lot to learn, Americans have a lot to offer. After nearly seven years in bike advocacy, I realize we have to appreciate the progress we have made. Our small victories are what will eventually get us to a 36 percent mode-share and beyond.</p>

<p><span><strong><a name="Urbanbike"></a><a href="http://en.sl.life.ku.dk/Forskning/ForskerskolenREFOLANA/NEW_PhD_Position.aspx#Urbanbike" target="_blank">Ph.D.  fellow in cycling behaviour and the role of life styles and urban  form</a></strong> </span></p>
<p>Department of Urban and Landscape studies at the Danish Centre  for Forest, Landscape and Planning wishes to appoint a Ph.D. fellow in  <em>Cycling behaviour, lifestyles and urban form</em> for a three year period  starting 15.05.2010 &#8211; or as soon as possible thereafter.</p>
<p><strong>Job description<br />
</strong>With reference to the  project manager, the work of the Ph.D. fellow will consist mainly of duties in  connection with research and development within WP1 of the project:  <em>Bike-ability: cities for zero emission travel and public health</em> funded  by the Danish Council for Strategic Research. The WP focuses on the wider  preconditions for cycling including lifestyles, motives, urban form, as well as  regional differences. The research will be based on existing National Travel  survey data and quantitative and qualitative data created in the project. The  Ph.D. work will include micro-level quantitative analysis of cycling behaviour  as a result of socio-demographic and economic factors, as well as  lifestyles  and urban form. The Ph.D. work will also involve participation in specification  and creation of primary quantitative data on cycling, lifestyles, and motives,  representative to the Danish population. The Ph.D. work can also include  qualitative approaches to the analysis of cycling in its everyday life context.<br />

<p>Applicants are requested to submit a 2-3 page description with  the application letter on their anticipations and ideas towards the Ph.D.  project (Appendix 3).</p>
<p>The appointee should have qualifications within one or more of  the following areas:</p>
<ul type="disc">
<li>Data assembly and analysis</li>
<li>Spatial behaviour and/or transport behaviour</li>
<li>Urban form, urban geography, urban planning and design</li>
</ul>
<p><strong>Qualification requirements<br />
</strong>In connection  with the appointment to the post special importance will be attached to the  applicant having the professional and personal qualifications stated below:</p>
<ul type="disc">
<li>Passed Master’s degree in relation to the above subject  area<em>(s)</em></li>
<li>The Ph.D. fellow is also required to have research potential,  to be enterprising and to possess good interpersonal skills.</li>
</ul>
<p><strong>Terms of employment</strong><br />
The post will be filled  according to the Agreement between the Danish Ministry of Finance and the Danish  Confederation of Professional Associations. The post is covered by the Protocol  on Job Structure.<br />
The position as Ph.D. fellow requires the applicant to be  approved for admission to the Ph.D. programme at LIFE when accepted for the  post.</p>

<p><strong>Application<br />
</strong>The application should be  submitted in 2 (sorted) copies; therefore it’s not possible to receive the  application by e-mail. The application must include a reply e-mail address. Each  application must include the following appendices marked with the stated  appendix numbers:</p>
<p>Appendix 1:   curriculum vitae with documentation of education.<br />
Appendix 2:   material required for expert assessment.<br />
Appendix 3: 2-3  page description of anticipations and ideas towards the PhD project.</p>
<p>In addition to the material the applicant wishes to be included  in the assessment, the Assessment Committee may include further material in  their assessment of the applicant. In such circumstances, it is the  responsibility of the applicant, on request, to send the material to the  Committee.<br />
Following processing of the application, any application  material sent will be destroyed.<br />
Receipt of the application will not be  acknowledged, but the applicant will be kept continuously informed of the  progress of the application.<br />
The applicant will be assessed according to  the Ministry of Science Technology and Innovation Executive Order no 284 of 25.  April 2008.</p>

<p>America Bikes seeks an experienced full-time person for a 3-month research project on state and locally planned bicycle and pedestrian transportation projects. This position will work with America Bikes staff and board to create an online inventory of on-going and planned bicycle and pedestrian infrastructure projects from around the United States. The Project Manager would be responsible for populating this database by performing extensive outreach to state, regional and local governments, and the bicycle and pedestrian advocacy community.</p>
<p>America Bikes is a coalition of leaders from the bicycle community advocating for positive outcomes for bicycling in the federal transportation bill. Member organizations include: The Adventure Cycling Coalition, Alliance for Biking and Walking, Association of Pedestrian and Bicycle Professionals, Bikes Belong, International Mountain Bicycling Association, League of American Bicyclists, National Center for Bicycling and Walking and Rails-to-Trails Conservancy.</p>
<p><strong>Primary Responsibilities</strong></p>
<p>1)     Consultation with web designer to best structure online database for state and local transportation official and advocate use.</p>
<p>2)     Population of database through consistent and extensive outreach to state, regional and local government officials to publicize inventory and request input of bicycle and pedestrian projects planned for development.</p>
<p>3)     Coordination of the data collection efforts of America Bikes coalition groups.</p>
<p>4)     Production of documents explaining federal transportation funding process for use by advocates.</p>
<p><strong>Knowledge, Skills and Abilities</strong></p>
<p><strong> </strong></p>
<p>-          Extensive knowledge of State Department of Transportation organization, as well as processes for moving a project through the planning, engineering and construction phases.</p>
<p>-          Knowledge and interest bicycle and pedestrian issues</p>
<p>-          Excellent interpersonal skills</p>
<p>-          Experience in Excel and Word applications</p>
<p>-          Familiarity with web-based programs</p>
<p>This is a contractor’s position and requires the individual to complete assignments on his/her own computer. All work done by the contractor will become the property of America Bikes.</p>
<p>Since this is a contract position, no benefits are included.</p>
